GPSR for pet products: what pet shops and online sellers must check

Pet products are consumer products, so the EU General Product Safety Regulation (GPSR) applies to them in full since 13 December 2024. Here is what that means in practice.

Who is responsible

Every product placed on the EU market needs an economic operator established in the EU: the manufacturer, the importer, an authorised representative or a fulfilment service provider. If you buy directly from a Chinese factory and sell in the EU, you are usually the importer — and responsible.

What must be on the product or packaging

  • Name or trademark of the manufacturer and its postal and electronic address
  • Name and address of the EU responsible economic operator (importer) if the manufacturer is outside the EU
  • Type, batch or serial number for identification
  • Warnings and safety information in the language of the country of sale

What you must keep

A technical documentation with a risk assessment, test reports where relevant, and records that allow you to trace the product. Complaints and accidents must be recorded, and serious risks reported through the EU Safety Business Gateway.

Pet toys are not children’s toys

EN 71 and the Toy Directive apply to toys for children, not to pet toys. A dog toy must still be safe under the GPSR, and many retailers use EN 71-based tests (for example on small parts and chemical content) as a benchmark. Avoid designs that look like children’s toys.

Category-specific rules on top of GPSR

  • Bowls and feeders: food-contact materials — Regulation (EC) 1935/2004 and, for plastics, (EU) 10/2011
  • Fountains, automatic feeders, electronic toys, clippers: CE marking (EMC, LVD, RoHS), WEEE and battery rules
  • Beds, clothing, textile toys: fibre composition labelling under the Textile Regulation
  • All products: REACH restrictions on substances such as phthalates, heavy metals and azo dyes; packaging registration (EPR) in each country

Marketplaces

Amazon, Allegro, eBay and Kaufland ask for GPSR data in each listing: manufacturer, EU responsible person, product images showing the label, and safety information. Listings without it are hidden or removed.

Checklist before you list a product

  • EU responsible operator named on label and listing
  • Batch or model number on the product
  • Safety information in the local language
  • Material declarations and test reports filed
  • CE documents for anything with a plug or battery

When you buy through PetsIQ, we act as the importer, prepare the labels and keep the documentation.

Frequently asked questions

Does GPSR apply to B2B sales?

GPSR applies to products intended for consumers or likely to be used by them, regardless of the sales channel. Pet accessories sold through shops are covered.

Can the factory in China be the responsible person?

No. The responsible economic operator must be established in the EU. A Chinese manufacturer needs an EU importer, authorised representative or fulfilment provider.
